分析比较了美国、俄罗斯、中国等产煤发达国家煤炭储量及开采情况，研究发现尽管我国煤矿可采储量仅为全球第三，但煤炭产量及煤矿数量均排全球第一，且我国露天煤矿数量占煤矿总数比例与露天煤矿产煤量占总产煤量比例远小于其他产煤发达国家。分析比较了各产煤发达国家进入21世纪以来的煤矿安全状况，研究发现澳大利亚、美国、俄罗斯、南非等产煤发达国家煤炭行业百万吨死亡率已经控制在0??1以内，尽管我国近年来煤矿安全形势取得较大进展，但与发达国家仍存在显著差距。
