IMS (IP Multimedia Subsystem) is the subsystem supporting IP multimedia service, which was proposed in 3GPP Release 5. Because of IMS supporting the independence between SIP protocol and access, a typical radio access control technique was put forward according to narrowband radio MS accessing IMS in the condition of limited bandwidth. The position, architecture, system structure, interface deifnition and typical function implementation of the technique were elaborated.
