党的新一代领导集体与时俱进地将依法治国与以德治国理论提升到了一个新的高度，面对新时期高校发展的现状和问题，将依法治国与以德治国理论有效应用于高校日常管理中，实现德治与法治管理在高校有机结合的新局面，可以提高高校管理的科学化水平，保障高校教育质量水平的不断提升。因此，高校管理者必须提高其对于依法治国与以德治国战略方略的思想认识，建立健全理论应用的工作机制，有效拓展理论应用阵地，做好理论应用的内部基础和外部保障工作。
