The economic development under the new normal conditions has a signifi cant impact on a resource-based city. As a typical resource-based city for Huainan, problems lay on the followed aspects such as single industry structure, strong dependence on resources and the lagging of sustainable replacement industry development. Under the increasing downward pressure on industrial economy, it is worth thinking about how to blaze a development path which science-technology supports economy, innovation leads transition.
