基于矿产资源概况及生态环境现状,西藏矿产资源开发有本地转化的内生模式和异地转化的外生模式两种.西藏特色矿产业发展的几点建议:(1)需统筹好生态价值与生产力价值;(2)制定西藏矿业发展规划,助力矿业可持续发展;(3)进一步完善配套政策和制度建设,规范矿产资源勘查开发;(4)加大西藏生态脆弱地区矿业开发的技术创新和研发投入,实现资源节约集约利用;(5)特色矿产业发展要结合地理因素和产业特点,坚持矿产资源开发与矿产地储备并举的原则.

Based on mineral resources survey and status of ecologic environment, we can summarize the exploitation of mineral resources in Tibet as two models, one is endogenous model which utilize the resources in Tibet, while the other is exogenous model which utilize the resources outside Tibet. Then there're several recommendations for characteristic mineral industry development: Firstly, we should arrange the ecological value and productivity value accordingly. Secondly, we should make mineral industry development plan in Tibet and to achieve the sustainable development. Thirdly, we should complete supporting policies and institutional construction, and to norm the exploitation of mineral resources. Fourthly, we should put more effort on technology innovation and research work in ifeld of exploitation of mineral resources in ecologically vulnerable area, and to achieve intensively and economically utilization. Fifthly, we should take consideration of the characteristic of geographical factors and industrial development in Tibet, and take the principle of mineral resources exploitation and reservation equally.
