国有地勘单位要想在激烈的市场竞争中保持竞争优势,就必须牢牢抓住自身核心竞争力建设.首先要准确把握自身竞争力之所在,避免盲目铺摊子式的发展,牢牢立足地质产业领域,打造特征鲜明的产业集群,主动引领产业发展方向,占据产业竞争的制高点,更加紧密地与国民经济和社会发展相结合.其次要着力做好核心竞争力的建设,保持和发挥地质资料的占有优势,加强对已有资料的研究开发程度,做好新资料的形成和积累;抓好高层次专业技术人才队伍的建设,建立起科学有效地招引、留住、培养、用好人才的机制和方法,建立起科学的分配机制,起到长效激励作用;抓好科研能力的建设,培育"科研生态",做好引智工程、重点实验室和博士后科研流动站等科研平台的建设,发挥好科研平台效用.

State geological exploration departments' core competitiveness holds the key to maintaining the competitive advantage in the intense market competition. In doing so, they should know accurately about their own competitiveness, and avoid blindly launch new projects, so that keeping their feet ifrmly on geological industrial ifeld. At the same time, they must lay emphasis on the following:building distinctive industrial clusters, leading the development direction of the industry initiatively, doing more efforts to occupy the commanding heights of industry competition, combining closely with the national economic and social development. Next, they should strive to do a sound job of building the core competitiveness, keep and play the advantages in holding geological data, enhance efforts on research and development of the data collected, and make effective efforts to form and accumulate new data. In addition, they should pay special attention to the construction of high-level professional and technical personnel; set up mechanism and method for attracting, retaining, training and making good use of talents in a scientiifc and effective fashion. On this basis, they must establish scientific allocation mechanism, thereby playing long-term incentive role; focus efforts on increasing their capacity to carry out research work, cultivating "ecological scientiifc research", do a good job in building scientiifc research platform with regard to talents introduction project, key laboratory, stations for post-doctoral research, thus playing well the function of scientiifc research platform. The laying out of these requirements is certain to provide them with a strong motive force as they work to promote their own core competitiveness.
