构建了内涵经济增长的效率、经济增长的结构、经济增长的稳定性、经济增长的福利变化与成果分配、资源利用和生态环境代价以及国民经济素质的经济增长质量指数，从六个维度出发测度了进入新常态后2012年中国各地区的经济增长质量水平，并通过对各省区数量和质量增长的对比得到增长数量偏离质量较大的省份。从分析可以看到，中国东部地区普遍已经形成了稳定的高质量型经济发展模式，而中西部和东北地区则在产业结构、改革成果分配、经济发展的资源环境代价等方面还需要不断调整和摸索。

This paper constructs indexes of six dimensions :the efficiency of economic growth ,the structure of economic grow th ,the stability of economic grow th ,the welfare change and fruits distribution of economic grow th ,resource utilization and the cost of the ecological environment ,and the quality of the national economy ,which are aimed to measure the quality of Chinese economic growth of 2012 .Through the comparison of the quality and quality of provinces and municipalities ,we picked up regions whose quality deviate far from quantity .We conclude that the eastern region of China has generally formed a stable and high - quality model of economic development , and the central and western regions and northeast China need more adjustment and exploration in industrial structure , fruits distribution of reform ,the cost of the ecological environment and some other aspects .
