在京津冀区域经济一体化过程中，资源是引起地方政府之间竞争的源头，为了发展地方经济，扩大税基，三地政府之间必然展开争夺各种流动性资源的竞争，为了实现本地利益最大，地方政府想方设法发展地方经济，甚至不惜动用手中行政权，一旦行政权直接介入经济运行之中，最典型的表现就是市场分割和市场保护。随着经济区域化进程的加快，地方政府非理性竞争的行为导致了地方政府彼此合作的可能性和需求显著增强，合作必然成为三地政府的共同选择。

In the process of regional economic integration of the beijing -tianjin -hebei region,the scarcity of resources is the source of competition between local governments in order to develop the local economy and expand the tax base between the three governments,which must compete for the various resources of liquidity in order to achieve the biggest local interests.Lo-cal governments seek to develop the local economy,even at the use of administrative power if directly involved in the economic operation of executive power.The most typical performance is market segmentation and market protection.With the speeding up of economic regionalization,irrational competition of local government behavior led to the possibility of local governments to work together and demand significantly enhanced,cooperation must be the common choice.
