第二次中央新疆工作座谈会明确提出了实现新疆社会稳定和长治久安的目标，为实现这一目标需要发挥群众的认识主体和实践主体的作用，以实现民族团结、宗教和谐，抵制宗教极端思想渗透和遏制暴力恐怖事件频发。为此，基于新疆社会稳定的现实状况，简要分析新疆在实现社会稳定中发挥群众主体作用中存在的问题，提出了“实现从‘民族团结’到‘各族民族群众团结’、从‘宗教信仰自由’到‘引导宗教与社会主义相适应’和抵制宗教极端思想、打击暴力恐怖主义犯罪从依靠政府机构到群防群治、全体群众参与的‘三个转变’”的应对措施。

The second central work conference in Xinjiang explicitly put forward to realize the goal of social stability and security in Xinjiang. In order to achieve this goal we needs to exert the understanding and practice principal role of the masses that realize national unity, religious harmony, against religious extremism and curb terrorist violence . Based on the reality of the situation in Xinjiang, writer analysis the problem of how the principal role of the masses work here that in a new society , and put forward the countermeasures. In another word:from"National unity"to"Masses of all ethnic groups in national unity", from"freedom of religious belief"to"guide religions to adapt themselves to the socialist"that against religious extremism and terrorism. To rely on peoples instead of government agencies that let all the people involved in"three changes".
