在我国的西部丘陵地区，由于土地狭小零碎、农村金融服务薄弱、土地流转难度高等问题，农民增收困难。针对西部丘陵地区增加农民财产性收入的实际，以宜宾市、眉山市为例进行调查，在调查分析的基础上，提出推进产权制度改革、加快培育新型农业经营主体、促进农村集体资产股份制改革、推进金融制度改革和健全和完善组织及保障制度五个方面的政策建议。

To complete the building of a moderately prosperous society in all respects, the 2010 per capita in-come for both urban and rural residents should be doubled by 2020.In 2015, under the situation of speed shifting of macro-economy, the slowdown in above-scale industrial profit, and the downward revenue growth, the three traditional sources of income–the wage income, the operational income, and the transfer income, are facing dif-ficulties.With the gradual enhance and advance of the reform of rural property rights system, the property income has come into greater importance of farmers’ income.On the basis of the field research of Yibin and Meishan, two cities in hilly area of Sichuan Province, the current paper will examine and analyze the status quo of farmers’ property income, and point out the future direction of the development of farmers’ property income in this area.
