当灾害发生后，高效地进行应急物资的调度，对减少人员伤亡和减轻财产损失具有重要的作用。首先在模型中考虑惩罚成本和应急配送成本，建立在需求不确定性条件下应急物资的调度模型；采用两个稳定性参数将现有模型转化为稳定性模型，然后利用启发式算法对模型进行求解。最后通过算例证明算法和模型的有效性。该研究为应急管理部门提供了决策支持：如果要控制风险，当扰动变大时，则需要增加资金投入，以得到应急物资调度方案的稳定性。

After disaster, dispatching emergency supplies with high efficiency has an important role for reducing casualties and property losses. First, considering the penalty cost and emergency distribution costs, a model of emergency supply scheduling under uncertainty demand was established; two stability parameters were used to change the model to a stability one, and then a heuristic algorithm was used to solve the model. Finally, the effectiveness of the algorithm and model was demonstrated with a numerical example. The study provides a kind of decision support for the emergency management department: If you want to control risk, when the disturbance becomes large, it is necessary to increase funding investment to obtain the stability of emergency supply scheduling scheme.
