传统信息网络因为是面向业务而设计的，可扩展性比较差，无法满足因为业务快速发展而形成的业务多样性，若网络不能进行相应的拓展，就无法适应下一代网络融合、可扩展等特点。承载网则可以较好的解决可扩展性的问题，能够适应下一代网络融合。随着社会的快速发展和信息化程度的提高，人们提出了“智慧地球”和“智慧城市”的概念，其中建设“智慧城市”是当今社会城市发展下不可逆转的历史潮流，且当今国内较多城市已经展开了“智慧城市”的建设。“智慧城市”将改变我们现有的生活方式，提高我们的生活质量。承载网在“智慧城市”建设中扮演着重要的角色。
