在工程造价管理中，以全过程动态管控为主线，以“可控、能控、在控”为出发点和着力点，以培训、变更、激励为抓手，从普及技经基本知识的常态化视频培训、编制变更工程手册杜绝重复变更、对工程有重大影响的激励否决项等方面着手，全力打造造价管理的动态管控。实践证明，动态管控在工程造价全面管理中取得了良好的成效。
