我国在人才工作体制机制创新方面进行了有益探索，并取得一定成效。但在人才评价、引进和使用等管理工作中的“官本位”思想依然普遍存在，其根源在于泛行政化的人才管理制度。为此，应建立多元化的人才评价机制、健全“但求所用”为导向的人才引进机制、完善“人尽其才，才尽其用”为原则的人才使用机制，实现人才资源配置效用的最大化。
我國在人纔工作體製機製創新方麵進行瞭有益探索，併取得一定成效。但在人纔評價、引進和使用等管理工作中的“官本位”思想依然普遍存在，其根源在于汎行政化的人纔管理製度。為此，應建立多元化的人纔評價機製、健全“但求所用”為導嚮的人纔引進機製、完善“人儘其纔，纔儘其用”為原則的人纔使用機製，實現人纔資源配置效用的最大化。
아국재인재공작체제궤제창신방면진행료유익탐색，병취득일정성효。단재인재평개、인진화사용등관리공작중적“관본위”사상의연보편존재，기근원재우범행정화적인재관리제도。위차，응건립다원화적인재평개궤제、건전“단구소용”위도향적인재인진궤제、완선“인진기재，재진기용”위원칙적인재사용궤제，실현인재자원배치효용적최대화。
In our country ,we have carried on the beneficial exploration and achieved some results on the talent work mechanism innovation .But in the management work such as the talent evaluation , introduction and use , the "official standard" thinking is still widespread , whose root lies in the universal administrative personnel management system . So we should establish a diversified talent evaluation mechanism ,regulate the talent use‐oriented introduction mechanism ,perfect the talent use mechanism on the principle of giving full scope to the talents and making good use of them in order to maximize the utility of human resource allocation .
