构建符合居民需求的社区公共服务体系是在城市更新进程中实现城市老旧社区重建与发展的核心。利用李克特五分量表法和KANO模型，以武汉市L街道为研究对象，对城市老旧社区公共服务供给与需求状况进行实证分析。研究发现，困难家庭救济、老年服务、就业帮扶、医疗服务等13项社区服务对老旧社区服务的居民满意度有显著影响。虽然目前部分社区服务已基本满足社区居民需求，但是老旧社区公共服务供给依然面临着保障性社区服务供给不足、发展性社区服务供给能力偏弱以及社区服务财政分配机制不健全等难题。为更好地满足居民需求，应该完善政府投入体制，重点解决保障性社区服务供给；扩大社会参与，提高发展性社区服务供给水平；促进社区事权划分，完善社区服务财政分配机制；创新社区微治理，提高社区自我服务能力。

The construction of community public service system which is in accordance with the needs of residents is the core of urban reconstruction and development in the process of urban renewal . Using 5‐Point Likert Scale and KANO model ,taking Street L ,Wuhan as the research object ,this paper gives empirical analysis of the supply and demand of public service in old urban communities .The study finds that 13 aspects of community service exert a significant impact on resident satisfaction ,such as poverty relief ,services for the aged ,employment assistance ,medical services ,etc .And part of them could also meet fundamental needs from community residents .Nonetheless ,community service supply is still confronted with a series of problems ,including security service supply shortage ,poor ability on developmental service supply and deficient fiscal allocation system .In order to better meet the resident demand ,w e should complete the government investment system and focus on solving the community security service supply ;expand social participation and improve the developmental community service supply level ;promote community division of powers and improve fiscal allocation mechanism ;improve community micro‐governance and enhance community self‐service capabilities .
