以江西省C县W村第九届村委会选举为个案分析，研究表明：选民经过多年的民主训练和实践，中国农村的村委会选举已经开始出现了半竞争性之特性，并影响村庄权力的继替方式，继而导致基层非正式治理的出现。虽然非正式治理能够适应当前中国复杂多变的基层社会，并取得了一定的绩效，但从长远看，这种治理方式不可持续，也不利于村民自治的有效实现。通过提升选举的质量来规范权力的继替方式，并促进基层的非正式治理向正式治理转变，才是村民自治的有效实现之路。

Based on a case of W ninth‐village elections ,Research results reveal that village elections have the characteristics of semi‐competitiveness after villagers'years of democratic training and practice , which has influence on the way of power transmission and brings about basic informal governance . Although informal governance in the local government could be adapted to the complicated and changeable grass roots society and obtain some achievements ,this way of governance is not sustainable , and it is not conducive to the effective realization of the villager autonomy from a long term .It is an effective way of the villagers’ autonomy to regulate the power of transmission by improving the quality of elections ,and promote the transformation from informal to formal governance in the grass roots society .
