针对基层农业科研院所创新能力相对不足、重大成果缺乏的实际，文章提出加强科技创新、全面深化改革、注重内涵发展的建议，通过进一步整合优势资源，营造良好创新创业氛围，使成果产出在功能定位、载体创建及市场开拓中发挥积极作用。

Based on the reality of innovation ability relatively insufficient and the lack of significant achievements in grass-roots agricultural scientific research institutes, countermeasures to enhance the science and technology innovations, intensify the totally reform and focus on intensive development were proposed in the paper. By further integrating superior resources, creating sound atmosphere of innovation entrepreneurship, make the significant achievements play a positive role on function orientation, carrier creation and market development ,by means of integrating.
