从自然资源的自然特点、经济性质、市场配置方式和管理绩效目标出发，对比分析国有自然资源与一般国有资产的差异，这种差异的存在需要调整我国原有的国有自然资源管理思想，改变自然资源管理体制改革按照一般的国有资产管理模式进行的思路。适应自然资源特性的自然资源管理体制建议：(1)整合统一自然资源管理部门，适应综合效益的发挥；(2)改革完善自然资源利用特许使用各项配套制度，加强公共资源产权交易平台建设；(3)完善自然资源有偿使用制度；(4)在自然资源管理部门设立环境监测管理机构；(5)加强政府自然资源公共服务能力和水平建设。

From analysis of the natural characteristics, economic nature, the way of market disposition, and the purpose of performance management with regard to natural resources, we have found the difference between state-owned natural resources and general state-owned assets. This paper points out that in light of this difference, we must adjust the original management thought for state-owned natural resources; and change the idea that natural resources management system reform should be carried out in accordance with the general state-owned assets management model. Natural resource management institutions that adapt to the characteristics of natural resources should be included the following: integrating natural resource management departments so as to adapt to the comprehensive beneift; reforming and improving various supporting systems pertaining to the natural resources licensed use; enhancing efforts to building property right business platform; developing paid use system of natural resources; setting up the environmental monitoring management agencies in the natural resource management departments; improving governments’ ability and level of natural resources public services.
