近年来，我国矿泉水资源开发利用态势良好，但在开发利用及管理过程中还存在以下问题：(1)相关法律法规之间存在矛盾，矿泉水资源多头管理；(2)矿泉水资源利用与保护工作分离；(3)资源管理过分依赖行政手段，缺乏资源保护的长效机制；(4)矿泉水生产企业规模小，缺少高附加值产品。基于生态文明建设的矿泉水资源开发保护对策建议：(1)完善矿泉水法规，推进统一管理；(2)科学规划，加强节约与保护；(3)健全生态补偿制度，提高准入标准；(4)加强矿泉水产业扶持；(5)加强宣传，动员全社会参与矿泉水资源保护。

This paper analyzes the main problems that we face in the process of development, utilization, and management of mineral water resources. These problems include the following. First,there are some contradictions betweenrelevant laws and regulations; and multi-sectoral management is occurred in the management of mineral water resources. Second, there is no moreattention to the protection of mineral water resources during utilization. Third, resource management is over-dependent on administrative means, so there is no long-term mechanism for protecting resources. Fourth, mineral water enterprises run in small production scale, lack of high value-added products. In light of this, we must develop laws and regulations to promote the uniifed management of mineral water. At the same time, we should enhance our efforts to the conservation and protection of mineral water with scientiifc plans.We will improve the system for the provision of environmental compensation, and raise environment join-in standard. In addition, we must intensify the industrial support of mineral water; and by using propaganda techniques to mobilize the whole society to participate in the protection of mineral water resources.
