“明确各类国土空间开发、利用、保护边界”是解决当前我国国土空间开发保护失衡、环境污染越发严重、生态系统退化形势严峻等矛盾的重要手段和空间规制途经，其基础是科学配置和用好土地资源，本质是土地用途管制。文章以土地用途管制为突破口，将用地管理和用地规划进行提升，从空间类型管制和资源经济角度，提出了将土地用途管制作为实施主体功能区战略的重要途径，以及拓展土地管理内涵和范畴、推进新型城镇化和国土综合整治的途径。

In order to solve the current imbalance between development and protection of our territory and space, the more serious environmental pollution, ecosystem degradation, "To make clear the border of all types of territory and spatial development, utilization and protection" is an important means and spatial regulation, which is based on scientific configuration and utilization of land resources, it is also the land use controls in nature. In this study, we take land use controls as a breakthrough, and enhance the land management and land use planning. Then from the point of view of spatial control and resources economy, we proposed land use regulation as an important way to implement the strategy of the main functional areas, as well as to expand the content and scope of land management, it is also the approach to promote new urbanization and comprehensive territory treatment.
