安徽省于2004年年底陆续实施计重收费系统工程,但多采用便于施工的动态称重系统,通过多年的使用,存在计重设备老化、精度差、计重不准、可作弊手段多、计重纠纷多等问题。于是,该省于2013年10月开始进行试点并推广整车式计重收费系统。本文以在该省实施的整车秤为例进行一些探讨。

Since the end of 2004, the weight and charge system engineering has began to implement in Anhui province, but mostly adopting dynamic weighing system, which can facilitate the construction. After years' use, there are many problems: equipment aging, poor accuracy, inaccurate weight, easy cheating, weight dispute, etc. So, Anhui province began to pilot and promote the carload weight and charge system from October 2013. This article is based on the implementation of the carload weight and charge system.
