自2010年中国人民银行正式颁发实施《非金融支付服务管理办法》以来，我国非金融支付服务工作进入了快速发展轨道，支付机构迅猛发展，业务创新不断涌现，客户体验不断刷新，极大地方便了社会公众的日常支付活动，成为当前我国支付体系发展的一大亮点和热点。但也不可否认，非金融支付服务在快速发展的同时，也存在一些问题，亟待强化管理予以规范。本文审视了非金融支付服务管理的现状和存在问题，提出了完善非金融支付服务管理的政策建议。

Since the People’s Bank of China formally issued and implemented “the Administrative Measures for the Payment Services Provided by Non-financial Institutions”in 2010, the non-financial payment services have developed rapidly, the payment in-stitutions have developed fast, the business innovations have occurred, the customer experiences have been constantly refreshed, which affords facilities for the public daily payment activities and becomes a highlight of the development of the current payment system in China. But it is undeniable that there exist some problems when the non-financial payment services develop rapidly, which needs to be strictly managed and standardized. The paper examines the current situation and existing problems of non-financial payment services administration, and puts forward the policy suggestions to perfect the non-financial payment services administration.
