Social security system is the important pillar of the socialist market economy system. The social security system reform is the need of economic and social development, and is also the inherent requirement of building a harmonious socialist society and realizing the great rejuvenation of the Chinese nation and the Chinese dream. This article investigates the situation of Xian'an District where takes the lead to implement "five guarantees unifying" social security system reform and reports its basic situation, background, motivation and effectiveness.
