合同管理是水利水电工程造价管理的基础,加强建设期合同管理有助于提高工程建设质量,降低工程投资,优化投资效益,增强企业竞争力。本文结合水利水电工程建设实际,总结了目前合同管理过程中易于出现的问题,如项目筹备期合同管理不规范、信息化和专业化程度不够等问题。本文结合作者多年工程实践经验,对问题原因进行了分析,同时针对相应问题提出了解决对策和建议。

The contract management is the basis for cost management of hydropower engineering. Strengthening construction contract management is helpful to improve the quality of construction projects, reduce engineering investment, optimize investment performance and enhance the competitiveness of enterprises. This paper summarizes the problems which easily appear in the process of contract management of hydropower engineering constructions, such as the nonstandard contract management of project preparation, the deficient degree of informationization and specialization and so on. Combined with the experience in engineering practice, this paper analyses the causes of the problems, and proposes some countermeasures and suggestions for dealing with the problems.
