“丝绸之路经济带”战略是一项涵盖政治、经济、交通运输、人文交流等多方面的综合性区域合作倡议，对于推动沿线国家参与国际分工、促进经济增长，具有重要的现实意义。然而，作为“丝绸之路经济带”的中心部分，我国西南、西北内陆地区却成为整个区域经济发展的“凹陷地带”，提升经济发展水平刻不容缓，改变过去的经济增长方式、发展对外开放型经济将是首要的发展思路。以增长极、新经济地理学等区域理论为基础，分析促进“丝绸之路经济带”经济增长的驱动因素，同时运用省际面板数据探寻该区域对外开放与经济增长的相关关系，最后基于理论和实证两方面分析，提出发展该经济带开放型经济的措施和政策建议，以实现对外开放水平的提升，成为丝绸之路价值链的主导者。

The strategy of “the Silk Road Economic Belt” is a comprehensive cooperation including politics, e-conomy,transportation, cultural exchanges and so on.It is important for the correlative countries to participate in international division of labor and promote economic growth.However, as the central part of“the Silk Road Eco-nomic Belt”, the west region of China become the“depression zone” because of low -level economic develop-ment.The best way for this area is to change the past mode of economic growth, and develop the openness econo-my.This paper is based on the regional theory of growth pole, new economic geography and so on.It analysis the driving factors to promote economy in“the Silk Road Economic Belt” area, and through using the provincial panel data, it explore the correlation between the openness and economic growth.At last, based on the theory and empir-ical analysis, it give us some measures and policy suggestions on the development of open economy in the provinces of “the Silk Road Economic Belt”, in order to implement the ascension of opening-up level and become a leader in the value chain of“the Silk Road Economic Belt”.
