国外高校智库的强劲发展态势，已引起我国政府的高度重视。采用区域化高校联盟建构地方政府决策科学化智库之模式，对于正在寻求发展空间的中国高校智库而言，无疑开拓了一个新的思维方式和实践框架。从国外智库的类型与特点入手，指出我国智库建设之弊端，以高校智库建构为例，提出了以地方政府主导为原则、以区域高校联盟设立的统一运行机制为中心、以成果及时转化等相关制度完善为保障、以高校图书馆联盟搭建的信息平台为载体的高校智库建构模式。

The strong development momentum of university’s think-tank in foreign countries has aroused our government’s high attention. The model of adopting the regional university alliance to construct the think-tank for local government’s scientific decision-making opens up a new thinking way and practice framework undoubtedly for Chinese university’s think-tank that is seeking development space. Starting from the types and features of foreign think-tank, this paper points out the disadvantages of the construction of China’s think-tank, and taking the construction of university’s think-tank as an example, puts forward the construction mode of university’s think-tank that takes the local government’s guidance as the principle, the unified operating mechanism established by the regional university alliance as the center, the perfection of the systems related to the timely achievements transformation as the guarantee, and the information platform constructed by the regional university alliance as the carrier.
