电子政务以其公开透明、参与互动、即时沟通、快速反馈、厉行节约、突破时空限制的无疆界性深受政府机关、企事业单位、居民个人的喜爱。但这种优越性并非必然性，作为现代工具，不同的治理环境条件下，发挥的作用和结果也不同。法治环境中电子政务文化服务的定义、内容、特点、来源、模式和作用在电子语境中被赋予了新含义，需要更进一步的厘清、界定和发挥，只有这样，才能更好地发挥电子政务文化服务的作用。

E-Government is a kind of government , which is popular with government agencies , enterprises and individual resi-dents as well as contains its openness and transparency, interactive participation, immediate communication, rapid feedback, and strict economy . But this superiority is not inevitable. As a modern tool of governance under different environmental conditions , e- govern plays a role and the results are different. Legal environment of e-government is defined in cultural services, contents, characteristics, o-rigin, model and role in the electronic context with a new meaning, which requires further clarify, defines and develops. If doing so, we may play better e-government the role of cultural services.
