This paper expounds the main problems and shortcomings existing in the libraries of local universities, and from four aspects of the political thought, the management, the service concept and the service for the local economic construction, discusses the innovative services of the libraries in newly-upgraded local universities for adapting to the requirements for the transformation into application-oriented technological universities.
