当前,网络教育正面临前所未有的时代机遇,也遭遇以质量问题为核心的严峻挑战。应全面审视和系统应对,建构全方位、可持续的网络教育质量控制系统。从战略上看,网络教育的网络教育质量观应在精英教育的“单一质量观”与大众教育的“多元质量观”间探寻适切定位。网络教育质量管理观应丰富全面质量管理理论,构建“内部控制+外部控制”共同作用的“网络教育质量全域控制系统”。外部控制主要透过建构国家和社会协同系统来实现,着力于建构科学国家标准,促进政府评估常态化;着力于推动建设社会标准,释放社会协同影响力。内部控制重在抓实五个关键节点,即:培养目标与培养方案充分契合网络教育特点;教师定位和教学质量全面转变和持续优化;网络课程与学习资源提质保量与时俱进;服务支持与学习环境持续优化回应创新;学习评价考核体系科学健全。

Currently, network education is facing both an unprecedented opportunity and a severe challenge primarily caused by the problem of quality. Hence, a complete consideration and systemic handling of the situation are needed in order to establish an all-round and sustainable controlling system of network education quality. Strategically, the orientation of the concept of network education quality is supposed to be properly fixed between “single quality concept” of elite education and “pluralistic quality concept” of mass education. The concept of network education quality management should enrich the theory of complete quality management to create a comprehensive controlling system of network education quality influenced by the interior control and the external control. The latter is mainly realized by establishing the government-society coordinated system, aiming at constructing national scientific standard to promote normalization of government evaluation and social standard to release the influence of social cooperation. The former primarily lies in the following five key points: full agreement of cultivation goal and approach with network educational characteristics, all-round transformation and persistent optimization of the teachers’ orientation and teaching quality, ensured amount and quality of timely renewed network courses and learning resources, persistent optimization of service maintenance and learning environment responsive to innovation, scientific and complete system of learning, evaluation and examination.
