科技产业的发展程度是衡量一个国家和地区经济发展水平的重要指标之一，对促进经济发展、提高科技水平及推动社会发展具有重要的现实意义。目前，黑龙江省科技产业仍然存在产学研合作程度不够、科技企业规模较小、科技服务业水平不高等问题。为此提出实施加大产学研结合力度、完善总体规划、支持科技产业发展机制等方案，以促进黑龙江省的科技产业发展。
