行政诉讼中“主要证据不足”的认定对实践审判活动极为重要。认定“主要证据不足”是通往行政法治的一条阶梯。从“主要证据”的预设出发，然后层层推进，深入分析“主要证据不足”及其相关问题不失为一条好途径。对比分析最高法院发布的指导案例，厘清其中行政法治的考量和价值追求，才能更好地领悟行政诉讼的目的，并借此指导实践审判活动。

“A lack of marerial evidence”in sdministrative proceedings means a lot to the action of litigation in practice.The identity of “a lack of marerial evidence”is a path through which we can realise the adminisrative rule of law.From the presupposition of “marerial evidence”,and then putting it forward,we can analyse“a lack of marerial evidence”and its relating matters further.The evidence chain is a good means.With a compartive study of the directive cases issued by the Supreme Court,it leads to a good command of the consideration of and value of the adminisrative rule of law,and in the same time,we can grasp the purpose of administrative proceedings to guide adminisrative proceedings in real life.
