淮河流域地处我国东中部经济洼地，产业集聚水平低，既面临加快发展的繁重任务，又面临加快转变经济发展方式的迫切要求。顺应经济全球化和区域经济一体化深入发展的新趋势和新要求，从流域生态经济发展和打造中国经济升级版的战略高度，提出构建淮河生态经济带。实施“大生态”、“大调整”、“大交通”、“大市场”、“大联动”战略，有利于发挥淮河流域得天独厚的区位、交通、资源、产业等比较优势，激发其发展潜能，增强其内生发展动力。
淮河流域地處我國東中部經濟窪地，產業集聚水平低，既麵臨加快髮展的繁重任務，又麵臨加快轉變經濟髮展方式的迫切要求。順應經濟全毬化和區域經濟一體化深入髮展的新趨勢和新要求，從流域生態經濟髮展和打造中國經濟升級版的戰略高度，提齣構建淮河生態經濟帶。實施“大生態”、“大調整”、“大交通”、“大市場”、“大聯動”戰略，有利于髮揮淮河流域得天獨厚的區位、交通、資源、產業等比較優勢，激髮其髮展潛能，增彊其內生髮展動力。
회하류역지처아국동중부경제와지，산업집취수평저，기면림가쾌발전적번중임무，우면림가쾌전변경제발전방식적박절요구。순응경제전구화화구역경제일체화심입발전적신추세화신요구，종류역생태경제발전화타조중국경제승급판적전략고도，제출구건회하생태경제대。실시“대생태”、“대조정”、“대교통”、“대시장”、“대련동”전략，유리우발휘회하류역득천독후적구위、교통、자원、산업등비교우세，격발기발전잠능，증강기내생발전동력。
The Huaihe River Basin is a less development region in the east-middle of China with low industrial ag-glomeration level.It is not only facing the arduous task of the development,but also accelerating the transformation of economic development mode.Under the further development of economic globalization and regional economic inte-gration,the strategies of Huaihe River Eco-economic Zone are put forward from the perspective of developing eco-e-conomic and China’s economic.These strategies are ecological,adjustment,traffic,market and linkage all over the Basin.It can realize the comparative advantages of the Basin,such as unique location,transportation,resources and industries.Moreover,it can stimulate its potential development and enhance its endogenous development.
