建设上海自贸试验区是国家层面打造中国经济“升级版”的重大战略决策。上海自贸试验区制度创新主要体现在投资、贸易、金融、综合监管等领域。这种高层次、新的市场体系必然对原有重审批、轻服务和监管的政府职能和管理体制提出严峻的挑战。为有效应对挑战，政府职能实现方式必须调整和转变。上海自贸试验区政府职能方式转变的主要策略是建立各政府部门自贸试验区事务的协同管理机制，完善和优化负面清单管理模式，健全与完善依法行政，深入推进网络信息平台建设，积极引导与培育社会力量参与自贸试验区管理，大力提倡政府购买公共服务。

Construction of China (Shanghai)Pilot Free Trade Zone is an important strategic deci-sion to build “upgrade”of China's economy.Institutions innovation of Pilot Free Trade Zone is mainly embodied in investment,trade,finance,comprehensive regulation,etc.It is to build a new and inter-nationalized market economy system through institutions innovation.Such high level,new market system must put forward severe challenges to the original government functions and management sys-tem which attaches great importance to examination and approval,but despises services and regula-tion.To effectively cope with the challenges,the realization way of government function must adj ust and change.Main strategies of Shanghai Pilot Free Trade Zone government function are:to establish coordinated management mechanism of various government departments about free-trade area af-fairs;to improve and optimize the negative lists management mode;to perfect the administration ac-cording to law;to further promote the construction of network information platform;to actively guide and cultivate the social forces to participate in the free trade area management;and to strongly advocate that government purchase public services.
