The ecological implementation of waste electrical products recycling chain affects national security and ecological resources, environmental benefits. Government regulatory process for Closed Loop Recycling chain is a game process with multi-period, multi-agent, multi-factor, multi-level.The paper analyzed the subject of the recycling waste electrical closed loop chain,and the relationship between the government and the interests of the constituent entities. Based on the government administration and the closed-loop chain strategy, and Markov processes, the players payoff matrix is constructed to reveal various subjects of group behavior characteristics.Final y,the paper put forward to some development countermeasure, such as building shared information platform, cultivating positive values, playing an effective role in social ethics constraints, and regulating the behavior of the main market to promote recycling of waste electrical using effective strategies for industrial development.
