地方本科高校在协同创新和自身创新能力的提升中进展不佳的原因，除了协同创新的保障性政策及利益分配机制不够完善、外部协同创新主体不积极外，更有体制机制改革不到位和自身创新能力不足等主客观原因，因此，地方本科高校推动“2011计划”，除了继续优化各类创新主体积极参与协同创新的政策环境之外，高校自身必须做到：强化体制机制创新，破除制度壁垒；加强“四重”建设，提升自主创新能力；整合校内优势资源，实施重点突破。

The phenomenon that local colleges don ’ t make substantial progress on collaborative innovation and self-innova-tion abilities is mainly ascribed to the imperfection of indemnificatory policy and profit distribution mechanism , and the passivity of the innovation subject.However, the more important reasons are the subjective and objective factors , for example, the reform on system and mechanism is not in place and lack of self-innovation abilities .In order to push the “2011 program”, besides improving the policy environment continually , local colleges need take some measures , such as strengthening the innovation of institutional mechanisms and breaking the barriers in system , strengthening the “Sizhong” construction and enhancing independent innovation a-bility, integrating college advanced resources and making achievement .
