山东是人口与经济大省，随着经济的快速发展，山东省经济发展和环境保护之间的矛盾长期存在。排污权有偿使用和交易作为环境管理制度的重大创新，能够运用市场机制有效地缓解经济发展和环境保护的矛盾。结合山东省实际情况，从排污权交易指标选择、参与行业、总量核算、一级市场、二级市场、交易价格、交易中心属性等方面，简要分析了山东省开展排污权交易的背景条件。

Shandong is a large province of population and economy, with the rapid development of economy, the contradiction between economic development and environmental protection of Shan-dong province has existed for a long time. As the major innovation in environmental management system, the non-gratuitous use and trading of emission rights can effectively relieve the contradic-tion between economic development and environmental protection. Combined with the actual situ-ation in Shandong Province, analyzed the background conditions of emission trading in Shandong Province, including emissions trading index selection, industry selection, total quantity calculation, primary market, secondary market, trading price and trading center property etc.
