运用 EFE和IFE矩阵分析法对陕西统筹科技资源改革中面临的机遇、威胁、优劣势等内外部环境因素进行了系统分析，结合SWOT 战略分析法，明确了陕西省统筹科技资源改革发展战略。立足陕西语境，根据陕西省统筹科技资源改革的发展战略提出了相应的对策建议。
