2009年，《卫生部关于印发<医疗机构校验管理办法（试行）>的通知》确立了医疗机构不良执业行为记分管理制度。这一制度的实质是将违法行为记分和违法行为公布两种法律制度相结合。目前，关于二者的研究相对较少。本文通过研究两种法律制度的的法律渊源、研究现状以及相关省市的立法现状，分析我国医疗机构不良执业行为记分管理制度所存在的问题，并在此基础上提出完善我国医疗机构不良执业行为记分管理制度的对策建议。

Bad practice behavior scoring management system was established in the notification calibration administration measures for medical institutions (try out) issued by the ministry of health in 2009. This system, in essence, is the combination of two legal systems: illegal behavior scoring and illegal behavior disclosure. Current-ly, there is relatively little research on them. By studying the legal source, current research status and legislative status of related provinces and cities, this paper analyzes existing problems in bad practice behavior scoring man-agement system of medical institutions in our country, and puts forward corresponding suggestions to perfect it.
