乡镇政权建设关系到农村社会治理成效。新时期，安徽省乡镇政权建设存在如下困境：职能转换不到位、运作机制不顺畅，社会动员能力下降，社会服务能力下降，监督机制不完善。安徽省乡镇政权建设对策主要有：深化乡镇政权管理体制改革，加快乡镇政权社会参与机制建设，加快推进农村服务型基层政府建设，完善乡镇政权监督机制。
향진정권건설관계도농촌사회치리성효。신시기，안휘성향진정권건설존재여하곤경：직능전환불도위、운작궤제불순창，사회동원능력하강，사회복무능력하강，감독궤제불완선。안휘성향진정권건설대책주요유：심화향진정권관리체제개혁，가쾌향진정권사회삼여궤제건설，가쾌추진농촌복무형기층정부건설，완선향진정권감독궤제。
The construction of rural grassroots political power is related to the governance effect of Anhui province rural society . In the new period,there are some difficulties in Anhui province rural grassroots political power construction:Functions conversion is not enough,operation mechanism is not smooth; the ability of social mobilization and social service is falling; supervision mechanism is not perfect. The countermeasures of Anhui rural grassroots political power construction mainly include: deepening the reform of the management system of the rural grassroots regime; accelerating the construction of rural grassroots regime social participation mechanism; speeding up the establishment of a rural service-oriented grass-roots government;improving the supervision of rural grassroots regime.
