This study is a comprehensive summary of recent ideas and research regarding land use in Shanghai as well as a systematic explanation of the six characteristics of the “New Normal”— ecologization, humanization, internetization, socialization, digitalization, and legalization — faced by urban development and land utilization in Shanghai. Furthermore, a basic strategy, the “Five Regulations” was proposed; this strategy entails a ifxed target, a slower growth rate, inventory optimization, lfow efifciency, and quality improvement. At the same time, a new top-level design was constructed for land use planning in Shanghai; this features a “3-in-1” life cycle asset management that deals with the use of land resources, efifciency, and mechanism. The implementation of the basic “Five Regulations” strategy in Shanghai, the realization of the ifve aspects regarding land utilization, and the strengthening of efforts in the six identiifed focus areas were introduced.
