当前，从主体上讲，政府、社会、高校都是加强建构研究生教育质量保障长效机制的主体。从策略上讲，应同时构建研究生教育质量内外部两个保障体系，并且应以建构研究生教育质量内部保障体系为主。就内部保障体系而言，应从优秀生源质量保障体系、高水平学科质量保障体系、高水平课程质量保障体系、优秀研究生导师质量保障体系、优秀研究生学位论文质量保障体系、有效的研究生思想政治教育质量保障体系等六个方面着手。
