旨在通过对土地整理项目综合效益的评价,实现项目的可行性分析。以广西南部丘陵地形的H县为例,根据土地整理评价体系的系统性、数据易于获得性要求,构建土地整理综合评价模型,采用最大最小标准化法与层次分析法实现评价指标值的标准化和权重的测算,最终得出项目的综合效益评价值,以此判断项目的优劣等级。研究结果表明,研究区土地整理项目的经济效益、社会效益和生态效益评价值分别为0.61、0.76和0.78,综合效益评价值为0.71,属中高效益型项目,比较适宜开展实施。构建综合评价体系,定性判断项目的可行性等级,对于土地整理项目的选择具有现实应用价值。

The feasibility study analyzed project feasibility through a comprehensive cost–beneift evaluation of land use arrangements. Taking H County as a case study, the feasibility study established a comprehensive evaluation model of land use arrangements according to the requirements of a systematic data availability index. A max–min standardization model and an analytic hierarchy process (AHP) were used to calculate an evaluation index and a weighting value, which were then used to calculate a comprehensive cost–beneift value of the project. Results show that the evaluation of economic beneifts, social beneifts, and ecological beneifts of land arrangement patterns were 0.61, 0.78, and 0.76, respectively, and that the comprehensive beneift evaluation value was 0.71. Therefore, this project revealed a mid–high efifciency and beneift, showing that the land arrangement project is feasible. An evaluation of the feasibility of the land arrangement project through establishment of a comprehensive evaluation system shows the beneifts of a systematic evaluation system.
