目的:评价新医改后5a内河南省卫生人力资源的配置状况。方法:采用描述性分析方法对河南省卫生人力资源配置状况进行描述,利用泰尔指数分析河南省卫生人力资源配置的均衡性。结果:2009~2013年河南省卫生人力资源配置呈非均衡性下降趋势。卫生人力总数的泰尔指数从0.066065下降到0.007890;卫生技术人员数的泰尔指数从0.039097下降到0.018705;其他卫生技术人员数的泰尔指数从0.073808下降到0.010169;管理人员数的泰尔指数从0.038952下降到0.011094;工勤技能人员数的泰尔指数从0.040678下降到0.008694。结论:新医改后河南省卫生人力资源配置的均衡性总体向较好的方向发展,卫生人力资源配置的非均衡性主要由于区域间的非均衡性引起。

Aim: To analyze the equity of health practitioners resources allocation in Henan Province after the new medical reform.Methods:Descriptive analysis method was used to describe the health practitioners resource allocation sta -tus in Henan Province and the Theil index was used to calculate the balance of health practitioners resources allocation in Henan Province .Results:The health practitioners resource allocation in Henan Province was non-equilibrium and declining from 2009 to 2013.The Theil index of the number of health workers decreased from 0.066 065 to 0.007 890;the Theil in-dex of the number of medical technical personnel decreased from 0.039 097 to 0.018 705;the Theil index of the number of other health technical personnel decreased from 0.073 808 to 0.010 169;the Theil index of the number of health manage-ment personnel decreased from 0.038 952 to 0.011 094;the Theil index of the number of sanitation workers decreased from 0.040 678 to 0.008 694.Conclusion:The balance of health practitioners resource allocation is going to the right direction in Henan Province after the new medical reform , and the non-balance of health practitioners resources allocation is mainly caused by the inter-regional non-equity.
