基于2003—2013年东部11个省市的统计数据，采用Eviews7．0软件构建面板数据模型，研究R＆D投入对地区技术创新绩效的影响作用机制，并分析东部地区环渤海、长三角和珠三角三大经济区R＆D投入对技术创新绩效的不同影响。研究结果表明：东部地区R＆D投入对技术创新绩效具有显著的积极影响，R＆D人员投入对技术创新绩效的贡献要大于R＆D经费投入的贡献；在三大经济圈中，R＆D投入对技术创新绩效的贡献存在差异。最后分析原因并提出相应的对策建议。

Based on panel data from 2003 to 2013 about eastern eleven provinces, the paper studies the impact of R&D input on the regional technical innovation performance with the Eviews method.Moreover, it analyzes the different impacts of R&D spending on the technical innovation performance in the Pearl and Yangtze river deltas, and in the Bohai rim.The result shows that R&D expenditure has a remarkable positive correlation with techno-logical innovation performance in the eastern region, that the contribution of R&D staff input is higher than the R&D funds input, and that differences exist in the contributions of R&D investment to the technical innovation performance three economic circles.Lastly, the paper analyzes the causes and proposes corresponding counter-measures.
