企业所有制类型和企业规模的不同可能会导致政府科技资助对企业R&D产出的影响不同。基于所有制和企业规模相组合的异质性视角，理论上探讨了政府科技资助对企业R&D产出影响的权变效应，并采用上海市企业的面板数据，运用负二项回归的固定效应模型进行了实证检验。研究发现，就上海市而言，政府科技资助能够有效的促进企业R&D产出，且对于小微型非国有企业的促进最为显著，而对大中型国有企业R&D产出则存在微小的抑制作用。

The impacts of public technology subsidies may vary according to the ownership and size of enterprises . From the per-spective of different combinations of the ownership and size , this paper interprets the contingency effects on public technology subsidies and enterprise R&D output in theory , and makes an empirical test through the negative binomial model with fixed effects on a panel data of en-terprises in Shanghai . The main empirical findings are as follows:public technology subsidies have incentives on enterprise R&D output , but these incentives mainly exist in miniature sized non-stated-owned enterprises;public technology subsidies have a little negative im-pact on the large-and-medium sized state-owned enterprises .
