违法行为的个数判断不清，势必会增加处罚的随意性和错误率，从而影响盐政执法的法定性、统一性和公正性。但是，由于我国行政法律领域中没有相应的明文规定，行政法理论在很多方面的研究还欠深入，许多问题尚处于探索阶段。对于“一个”和“数个”违法行为的界定标准，目前行政法学界没有统一定论。如果不能正确地区分行政违法行为的数，定性、裁量就不可能准确。在盐政管理领域，对当事人违法行为的定数问题同样经常困扰着盐政执法人员。
