在城市的发展史中，城市更新是永恒的命题。旧城改造对土地集约利用、重塑城市增长极、提升城市形象、重塑城市特色等方面意义重大。更新过程中，城市政府不应将目标仅定位为居民生活条件的改善，而应使旧城改造服从服务于破解城市内部二元结构、产业转型升级、城市功能升级、城市形象提升、综合承载力提升与人居环境改善等诸多层面。在改造战略上，应注重规划引领、差别定位、项目带动、战略承接、模式创新、文化彰显，发挥优势、产城融合、引领升级，散点突破、功能联动、网络整合。多元目标与战略整合能够实现旧城改造对城市发展的最大化价值。

In the history of city,city renewal is an eternal topic.The renovation of the old city plays an im-portant role in the extensive using of city land,rebuilding the growth pole of city,promoting the image of city,and remodeling the characteristic of city.In the In the renovation process,the city government should not only aim at residents living conditions improvement,but also put the renovation of the old city in many levels,such as the city dual structure correction,the industrial transformation and upgrades,the city func-tion upgrades,the city image promotion,the comprehensive carrying capacity enhancing,living environ-ment improvement,and so on.For the reform strategy,great attention should be paid on plan guiding, difference positioning,project driving,strategy undertaking,patterns innovating,culture inheriting,advan-tage exploiting,production integrating,guidance upgrading,splashes breaking,function linking,network integrating.Multiple targets and strategic integration are capable of realizing the maximization of value for urban renewal and development.
