当前，人民内部矛盾中对抗现象逐渐增多，在分析把握产生局部对抗现象的社会、政党及个体原因基础上，坚持四条基本原则，采取有效预防和处理措施，使其从局部的对抗向着全局的非对抗发生转化，从个体利益上的对抗向国家和集体长远利益上的一致转化。
