基本公共服务均等化与经济发展的关系一直是学界的重要话题。发达地区社会经济发展水平较高，拥有较雄厚的财政收入和资源基础，以往不少文献观点认为发达地区基本公共服务均等化水平更高。文章通过以全国GDP排名首位的广东省作为样本进行实证分析，结果显示：发达地区并不一定实现基本公共服务的均等，反而某些发达地区存在更大程度的不均等，凸显出基本公共服务投入不足以及转移支付结构的缺陷。因此，发达地区的基本公共服务均等化问题同样值得关注，这也是实现产业转型升级、经济可持续发展和区域经济协调发展的重要前提基础。

The relationship between the equalization of basic public services and economic development has been an impor?tant topic in academic. Because of a higher level of economic development,the developed regions have strong financial in?come and resource base,a lot of literature in the past believes that the developed regions have a higher level of equalization of basic public services. This paper chooses Guangdong province with the top GDP in the nation as a sample of empirical analy?sis. The result shows that the developed regions do not necessarily realize the equalization of basic public services,some de?veloped regions have greater inequality,and this reflects the inadequate input of basic public services and the defect of trans?fer payment structure. Therefore, the equalization of basic public services in the developed regions deserve the same con?cern,and the equalization of basic public services is also an important basis and premise of industrial transformation and up?grading,sustainable economic development and the coordinated development of regional economy.
