一般认为，政治因素在中国区域创新系统中发挥着重要作用。然而，当前有关这方面的研究仍是较为模糊且不完善的。从中央政治选举的角度分析中国区域创新能力的波动变化，采用1998－2013年相关省际面板数据和固定效应模型进行研究。结果表明：党代会选举阶段对区域创新能力存在一定程度的负向影响，而人代会选举阶段对区域创新能力存在显著正向影响。这主要与政治选举阶段的政策不确定性和创新激励的作用有关。研究结论对于全面认识区域创新能力影响因素，制定恰当的区域创新政策等具有重要理论意义和管理启示。

It is generally believed that the political factor plays an important influence on China's regional innovation system . However ,the current research on this field is still relatively vague and incomplete .From the perspective of central politi‐cal election ,this paper analyzes the fluctuations of China's regional innovation ability .Using 1998 -2013 provincial panel data and fixed effects model ,we find that the party congress election phase has a certain degree of negative influence on re‐gional innovation ability ;while ,the NPC election phase has a significant positive impact on regional innovation ability . These results are closely related with the policy uncertainty and innovation incentives in political election period .Undoubt‐edly ,our conclusions have important theoretical significance and revelation of management for understanding the influence factors of regional innovation ability and making proper regional innovation policies .
